  19. <p>     Who (again)? Well, the Arkansas attorney general has been
  20. charged with theft of property by deception. Investigators say
  21. the state's chief legal officer defrauded Arkansas by means of
  22. expense-account excesses totaling $8,448, including a $500 tab
  23. for champagne.
